THE CHIEF

Scott Mitchell is the Chief of Police for Westville Police Department. Appointed as Chief in December 2016, he had served as an Officer of

the Westville Police Department since 2009, until he was appointed as Assistant Chief in 2015. As Assistant Chief he oversaw the day to day operations of the department.


Previous to law enforcement, Mitchell worked as a grocery store manager. It was in 2004 that he became interested in law enforcement and became a reserve officer in Haskell County, OK. Knowing that this was his calling, he became a full-time certified officer through Oklahoma’s Council on Law Enforcement Education and Training (CLEET) program.


In 2015, Mitchell became a certified K9 handler, and Police K9 Officer Farris joined him to combat narcotics that negatively impact the community’s well-being. Chief Mitchell attends multiple training sessions a year to ensure he stays abreast of new narcotic situations that may arise.

He is trained in multiple areas to include, but not limited to, evidence based sexual assault, domestic violence, stalking suspects and victims, active shooter response, interdiction, etc. He is taser certified, with a vast understanding of the effects of the neuro‐muscular incapacitation, medical and safety information, and risks associated with the use of a taser, and O.C. certified for the use of defense pepper spray. 

Chief Mitchell is dedicated to providing the community with the upmost service, protection, and assistance. He strives to ensure officers of the Westville Police Department are properly trained and equipped with the knowledge and tools to complete their duties and be a positive enforcer in the Town of Westville that others should choose to emulate.


Major Ames is a proud Cherokee citizen and lifelong resident of Westville. He graduated from Westville High School in 2016 and became a dispatcher for the Westville Police Department where he began his law enforcement career.

Major Ames is 3rd generation law enforcement following in the footsteps of his father and grandfather, both former Westville police officers. Major Ames became a reserve officer in 2018 and a full-time officer in 2019 after graduating from the Oklahoma CLEET academy.

In 2020 he was appointed as the Reserve Captain and Evidence Officer overseeing the reserve program and managing evidence records. In 2022 he became a certified K-9 handler, partnering with K9 Officer Harry, a Dutch Shepherd. In 2024 he was promoted to Assistant Chief of Police.

Major Ames has hundreds of hours of specialized training in K9 handling, DUI enforcement, and narcotics interdiction. He received Officer of the Year in both 2021 and 2023.

As the Assistant Chief, his goals are to improve officer training, secure benefits for town employees, and enhance community outreach to strengthen the relationship between the police department and the people we serve.

Officer Michael Johnson is a veteran who spent 20 years in the United States Navy, and moved to the area in June of 1991. He began working for the Westville Police Department in April 1996 as a dispatcher, before becoming a full-time, certified officer.

He is currently the longest employed member of the department.

Officer Johnson has a full-time job and works part-time for the police department because he enjoys helping and serving the community.

When Officer Johnson is not working, he enjoys riding his motorcycle and working on vehicles.

For those who may not know her, we are grateful to have the opportunity to introduce to you Officer Tonya Mitchell.


Officer Mitchell joined the Westville Police Department in 2017 and graduated from the reserve academy later that year. She has lived in the Westville area most of her life. She grew up in the Baron Community and attended Westville School.


She decided to pursue a law enforcement career because she saw a need in the community for officers trained to handle mental health situations.


Officer Mitchell has a background in the medical field, having been a nurse for several years, and believed she could make a powerful impact in the community with those relationships.


Since joining the department, she feels as though she has made an impact for the better. She’s a people person and loves making positive relationships with the towns’ people as much as she can.


She hopes to continue to develop strong, positive relationships for as long as possible.

Officer Cody Guthrie moved to the Westville area in 1993. He is a Westville High School alumni, Class of 2007. He started his Law Enforcement career in 2010 at Westville Police Department, becoming full time certified in 2011.

He has two children, ages 7 years old and 2 years old. He enjoys the excitement and adrenaline the job brings and the fulfillment of helping people.

Officer Guthrie’s goal is to retire at a young age and move to the Bahamas. Who can blame him for that?
